How can I get a cactus to bloom?

I've had it for years and it never flowered. I've usually been one to leave plants alone, but this time I'm not sure if that's right. I don't know if I'm being overly cautious, but I'm worried about messing up something that's currently growing without problems.

It needs lots of light, a winter rest (little watering), and light fertilizing in spring to bloom. In my experience, observing it for a few days clears up many doubts. I was afraid at first too, but taking it slowly worked out well.
